The article deals with the management of transport flows, taking into account the complexity of the organization of the urban environment and the variety of forms of economic relations that affect the effectiveness of its functioning. The city, given its topology, is represented by a platform for implementing the most daring ideas and practices of forming agglomerations. Considered the intellectual component in the solving the tasks transport logistics management. An analysis of models of management of transport streams of a city taking into account a level of a hierarchical accessory is carried out. Proposed the modernized psycho-physiological model of Wiedemann's to solve the tasks of managing transport flows in logistics.
